When you look up, you're actually seeing things through a distorting and obscuring atmosphere. You can't see all the stars and trailing bits of the Milky Way Galaxy for the same reason why looking at a photo of the moon looks different than a photo of the moon taken from space. Or the same reason you can't clearly see the other tips of the Ark itself. The atmosphere is obscuring the less defined features of the Milky-Way. Remember that weekly update about the light/atmosphere diffusion engine they built into Halo 3? I bet people who manage to get to "space" on the Ark level will be able to see a more familiar, more clearly defined Milky Way graphic.
