In Response To: Re: Maxwell equation use inferior in the Covenant? (Exiled Zealot) The engineers as portrayed are pretty similar to the Phfor Compilers from Marathon. They fix things, but they don't design things. They are also a discrete species in the Covenant, rather than a profession within one or more of the races. There is every indication that part of the reason that the Covenant are dependent on each other and on Forerunner technology is because they lacked their own. It may be that each race inherited, perhaps abandoned on their homeworld, various Forerunner technologies they did not understand completely but could use after a fashion.
