Quite possible. This reminds me of the moties from the books The mote in Gods Eye and The Gripping Hand. Both are by Larry Niven author of the Ringworld series.
Anyways. The moties had an amazing grasp of technology. However, like the covenant, it was hard for them to inovate. The moties also were poor at science. However, when presented a FTL drive, they could learn how it worked, how to operate it, and improve to its technical limits. The covenant are very similar to this. And you just pointed another similarity.
