It has been stated many times that the Covenant are immotative and not innovative which is what happens when you use tech. that's way too far advanced than your present capabilities. Add the fact that they seem to believe any improvement on their technology is heresy to their religion and they would be scientificly limited. The Covenant are mathamaticly capable, they couldn't use the tech. otherwise, but seem to know only enough to use the most basic capabilities of the Forerunner's tech.
