I think the very point in the novels is that the Covenant haven't mastered anything, any more than my picking up a remote and operating my T.V. makes me an electrical engineer. The Covenant use and assimilate technology produced by the Forerunners, but they don't seem to actually grasp the concepts behind them or are able to use them to the fullness of their ability.
