Go back and read the part in The Fall of Reach where Cortana and Hasley are picking the ship and Spartan Cortana will go with. At one point Hasley ask Cortana if she could let John 117 die to complete the mission. All Cortana's processing (signified by calculation symbols that are always scrolling across her body) suddenly stopped and she answered in a monotone voice that completion of the mission was her top priority and that the lives of the Spartan's and her own were secondary priorities. Also add in the fact that all the "important" AIs have a core irradiation failsafe and I think its likely that Cortana does have failsafes.
