This is the future. Rounds will be smaller, lighter, more powerful, and their delivery platforms will follow suit. It would surprise me if that minigun weighed more than 15 pounds, fully loaded, what with all the composite alloys they're sure to have in 700 years.

Guerilla warfare doesn't necessarily mean "lying prone" on a hill overlooking an ambush point. And this is a very special type of guerilla warfare we're dealing with in Halo.
