Oh there are marines in the area when that transmission is made. I have even seen them. When I get home I'll make a vid PROVING that they are there.

Also the humans were on Halo for a while. At least as long as it took the Chief to get to the Prophet of Regret and for the many other things to happen. Such as the recomissioning of the guard, preparations to get the sacred icon, and other things.

Remember humans can move on foot like the Arbiter first did. It's not all that hard. They showed up just barely before you showed up. And by barely I mean an hour or so. Notice that they are always well far ahead of you? Not only that but ever thought that they wanted to hold the area after they got the Index? Seems logical to me to transport such stuff then. Looking from an occupation stand point it would be best to bring extra armor and food. You never know what might happen without it.
