Well, I've been trying to work out the gravitational force a floating ring would have on a point mass inside it, but it was starting to give me a headache, so I'll blindly trust SiliconDream's assertions for now (taking infinitely small chunks of infinitely thin 'bars' of a ring and trying to integrate them all is tough work). But, in a sphere, you only need to take into account the ground 'beneath your feet' when considering gravitational force. The gravity from all the mass 'above' you conveniently cancels out. So, for example, if the earth were surrounded by a gigantic 'shell', we would only feel gravity from the earth (and all the other cosmic objects that normally exert gravity on us, like the Moon, Sun, planets, other stars, etc.), but not from the shell. But since this all assumes perfect spheres, you're point about the mountains is correct.
