I wasn't suggesting some thing like that. Also if there's only one thing that go in the jetpack slot, if it's the only thing you can equip in that particular way, then any time you find one it'll be the same as any other,* so you the have issue of starting weapons that are too powerful (I'm not singling one out) where anyone can use it at any time (except for the cooldown timer, which helps the situation somewhat)-- at least in theory. In practice you literally might not be able to find a jetpack to save your life, because you didn't spawn with one, or the one you dropped disappeared or was taken by someone else, and they might not spawn on the map or might spawn too far away. * unless you make it so you can use one until it gives out, drop it, pick up another one, and use it fully, but that doesn't seem likely given how Reach and Halo 4 have treated it; you could give each jetpack its own cooldown timer, but in Reach and I think in Halo 4 it's dependent on the user, and picking up a new copy of something doesn't affect the timer; since this behavior has been established and continued and it makes some sense, I don't expect it to change
