The way I'm looking at it, always having Sprint available in H4 has had a large impact on level design, and not necessarily for the better. Would you say the campaign is improved by having exceptionally long, empty hallways, or redundant objectives scattered across mirror/paste environments to pad game length, because you can do everything faster now? I know not everyone likes the idea of Sprint vs Jetpack, but then, not everyone wanted to see Sprint added to Halo in the first place. In regards to encounter design, Jetpack can give you a big advantage against some enemies, but others will actively counter you for using it. I think the way it would apply to frag and plasma grenades, at least, is fairly straight forward. Just throwing a frag, the timer doesn't trigger until it rebounds off some surface; cooking it means it will explode after, say, traveling X number of meters. It should be predictable enough that you can use it as an air burst, such as creating flak for incoming Banshees or surprising someone behind cover. Likewise, the plasma grenade explodes as soon as it contacts something, whether that thing is a wall, an enemy, or a vehicle. Naturally, the trade-off is that you have to hold it in your hand for a moment, which prevents other actions. For the sake of simplicity, the act of cooking could behave as alt-fire, like overcharging a Plasma Pistol; it doesn't fire the burst if you released the trigger early.
