If it was propaganda, it doesn't help that the average joes (ODSTs) : are getting their arses kicked by non-average jane, and that in said : comic, Spartan forenames ("Maria" and "John") are used : casually. Yeah, if the point of the propaganda was to make the Spartans look like everymen who were made exceptional by the advanced tech of the UNSC, that would probably explain both of those points (though, admittedly, using the real names is a bit weird). : Maria's actions are atypical, but there's nothing inherant to stop them from : happening. Solipsil mentions that they have some legal recourse that had : yet to be used by 2550, but some stuff can change in two years. A lot can change in two years, but I have a hard time thinking of something that could get a Spartan to settle down and raise a family when the Covenant is on Humanity's doorstep.
