Throwing something in there, I guess it could be possible that she's a Spartan who washed out during augmentation but recovered, perhaps something along the lines of Ralph-303 (another plothole admittedly). Recovered enough to use MJOLNIR perhaps? Of course, I'm just grasping at straws here. But I think writing off the comic as in-universe propaganda or outright retconning it is taking the easy way out. If there's an answer, I'd like it to go beyond "well, this didn't really happen."
