If it was propaganda, it doesn't help that the average joes (ODSTs) : are getting their arses kicked by non-average jane, and that in said : comic, Spartan forenames ("Maria" and "John") are used : casually. It's probably not meant to be propaganda, just another case of a writer not getting what the Spartan-IIs are all about. Explaining it as an ONI cover-up would make a lot more sense, but I doubt that was the writer's intent. : Maria's actions are atypical, but there's nothing inherant to stop them from : happening. Solipsil mentions that they have some legal recourse that had : yet to be used by 2550, but some stuff can change in two years. While it may theoretically be possible for them, the idea of a Spartan retiring goes against everything we know about their training; they're supposed to be completely and utterly devoted to the UNSC and have little in the way of personal lives. That one of the last Spartans (where was she during Reach anyway?) would suddenly abandon the military, at the brink of human extinction no less, is absolutely ludicrous.
