What will you be when you : join?" Doubt it. If it was propaganda, it doesn't help that the average joes (ODSTs) are getting their arses kicked by non-average jane, and that in said comic, Spartan forenames ("Maria" and "John") are used casually. Maria's actions are atypical, but there's nothing inherant to stop them from happening. Solipsil mentions that they have some legal recourse that had yet to be used by 2550, but some stuff can change in two years.
