In the Journal, Halsey was required to provide the military with specific marks with certain upgrades over the previous units, but she was going to make sure her Spartans had the latest and greatest when it was ready, not when it was to 'officially' roll out. As I understand its current usage, the Mk system is the software and abilities built in, regardless of how the armor fits. Some Spartans are made with several marks at once. In Reach's armory it's possible to com up with a Spartan wearing components of Mk. IV, V and VI all at once. It's confusing. :)
