*shrug* Do you ride airplanes a lot? Eventually, people stop looking out the windows and just wait for the ride to end. If the Autumn was spending most of that time getting a refit, it's likely there wasn't even anything visible out the windows anyway.

To pull an example from another universe, the Normandy in Mass Effect is considered a stealth vehicle. It doesn't cloak, it just masks its thermal output. In space, there's not much point trying to look where you're going, you want a computer screen to tell you. Regardless, as Reach is a major Navy shipyard, I'd be willing to hazard a guess that something like 100% of the people in space craft are members of the UNSC military, and the Data Drop already stated that the military is in on it. It's specific individuals and the civilian population that are dark.
