The western half of the United States spends a good part of the year on fire. If you didn't already know that, you wouldn't be able to tell. If the people in the area that is on fire are unable to communicate and the people in charge of the satellites don't want you to know, there's a good chance you aren't going to know. Also, as has been mentioned, any loss of communication could be blamed on the Innies.
