TBH, that whole "ONI did it" routine is old. It's code for "We screwed up and made another continuity error." I'm holding out hope that 343i is just ignoring Halo: Reach's story and considering it apocrypha, and that "ONI did it" will be something they never resort to. It's their franchise now so they can do that if they want, and unlike 2010-present Bungie they're apparently all big on "expanded universe is canon," so maybe there's a chance that those of us who dislike Reach's retcons might get what we want.
