Well, sir, my previous method was going to be to : kill the enemy brutally. But now that you've authorized me to do it at all : costs, I'm going to...kill the enemy brutally? I take "at all costs" and such to mean more along the lines of "doing something morally taboo" or even sacrificing oneself to accomplish the task. Not just "do as much as I can do within acceptable limit". But I agree, it can certainly be overly used just as a way to express urgency, moreso that nothing else is more important than this specific goal, rather than literally "do anything necessary".
