It looks : intentional to me. Except that the feature is still there. If it was put there purposefully and players have simply found a way around it, whether intentionally or not, that doesn't change that Bungie meant for it to affect gameplay. I'll not argue that the feature is definitely less prevalent in the previous games, but I don't think that its current visibility or increased impact is bad. It forces weapons into their role: the DMR is a lot less likely to win up-close against an assault rifle than the battle rifle was, but it can be fired quickly enough to be useful at that range . . . and at longer ranges, a steady hand and some patience are all that are necessary to fight. It adds another skillful element to the game: Speed and reaction time are still important, but now so is self-control.
