Think about it this way. What was the game with the greatest story? Marathon 1 + 2 + I
Were you allowed to go everywhere? Nope.
Did it still rule? Hell yes.
Did it follow a level-by-level and fairly linear design? Oh yeah.
Did other excellent games, like Max Payne, do the same? Yep.
Is Bungie going to make another Planetside? Er, I don't think so.

Conclusion: You do not need a seamless 10,000 km wide world to have fun, and have a good plot.

Besides, I never heard Bungie making that promise. The problem these days is that developers fear to speak out for fear that their casual ideas may be taken as a hardcore promise by overzealous fans.
Example:

"The team and I are thinking of a cool waypoint feature for the units..."

And the fans read it as "We promise there will be a kickass, revolutionary, never-seen-before waypoint feature for the units."

Or rather, in this case, something along the lines of:

"The Halo is a huge world, over 10,000km in diameter."

The fans read: "The Halo is a huge world, over 10,000km in diameter, and you get to tread of every square foot of it."
