While it would have been a novel and very interesting feature to give Halo the level of freedom you're talking about, it just wouldn't have been that functional. I think it would be possible to allow the player to go anywhere simply by putting in borders of areas that would load a new section of the map when you crossed them. However, allowing this in single player would murder the ability to have a coherent story-line. After all, the marine is not the commander of the human forces. This is an fps, not a tactical simulation. Giving the player specific missions is rather orthodox, but makes for a better flowing game. If I were able to go anywhere on Halo, I would probably just say: "Fuck the mission!" and go whereever the hell I wanted to.
Can you imagine playing multiplayer where the players could go anywhere. You would end up with players scattered across the map spending hours trying to find eachother. How many players would have to be on a server to make this interesting?

I don't know what people expected from Oni, but I thought it turned out great. Sure, the voice actors were beyond cheesy, but the gameplay owned. The level design was neat, especially being able to see a couple blocks of massive skysrapers. Good graphics, kick-ass weapons, and the satisfying crunch of bone when breaking someone's back. The only other thing I wanted in the game (aside from good voice actors ) was more cooperation between the player and the TCTF guys (less lone wolf shit and more anti-terrorist shit).
