Short of maybe a month or two before a title goes gold. Otherwise, the developer should always reserve the right to make changes as he/she sees fit. Trust me, no matter how much safer Halo 3 is 'pre-announced' by Bungie, there will *always* be someone who will complain that the shipping game doesn't live up to the claims, real or imagined, from everything right before that point. The trick is to attempt to get the naysayers in the lowest percentile as possible. Not by any deviousness, of course, but by actually being able to deliver what you announced. The shorter the span of time between those two events, the better your chances.
