This is just an opinion here and I refuse to defend it. That being said, here goes.

I have no doubt that Bungie is working on Halo 3. Why? Microsoft isn't going to sit on a cash cow and let it rot, plain and simple. There is far too much money to be made off the Halo franchise.

Yes, Bungie left the ending of Halo 2 wide open, even though the ending sucked.
Bungie can't possible let it end with Halo 2, at least as far as the story goes.
Besides all that, Bungie needs to concentrate on making the campaign in Halo 3 much better then the Halo 2 campaign. When I first fired up Halo 2 campaign, it didn't take me very long to say out loud " what the *&*%@, there was a "Wildcat Destabilazation" over at Bungie Studios". I actually did say that.

There isn't any game developer that isn't secretive about game titles in development.

There are forces at work behind the scenes that we will probably never fully understand. PR, Marketing and so forth.

If Bungie is making Halo 3, and I think they are, then wonderful. If not, then I would like to know.
