Very true. With the amount of scrutiny and pressure that the Bungie team have to undergo, it must be nice to be able to work without hordes of fans peering over their shoulders.

Another thing to consider is that if (when?) they do announce it, they'll want something awesome (like the Halo 2 announce trailer) to go along beside it, and that sort of thing doesn't just get produced in a week. You've got to get the audio and video perfect, not to mention the storyline considerations. But I think the Microsoft PR machine is probably the main thing holding them back.
