Oh. OK, then they are not steel construction washers some half brained yoink packed into a magnum shot shell casing and said, "Hey buba, look over yonder and watch me gut that mule".

When firearm projectile(s) break apart on impact they are called "frangible" rounds. That helps keep them from creating collateral damage as you say. This makes more sense. The washer shapes are already broken into 10 pieces even before they impact the target, and the flat shapes are begging to be torn apart by shearing forces if constructed from weak materials. Frangible rounds are what the air marshals are using to help keep from poking holes in the airliners while they are escorting terrorists to their virgins. They are using the common frangible pistol rounds though.

Thanks for the follow up on this. What sounded like a crazy experiment now sounds more like science.
