I suppose just making random statements without rational is just silly :)
On http://www.gnu.org/licenses/gpl-faq.html, the question, "Can I put the binaries on my Internet server and put the source on a different Internet site?" is answered, "make arrangements with another site to keep the necessary source code available, and put a link or cross-reference to the source code next to the binaries, we think that qualifies as 'from the same place'."
Really, this basically requires emailing the CVS maintainer or Sourceforge admin and establishing that they do indeed plan on being around awhile. Actually, in a lot of cases this is more or less assumed without asking. If they should happen to disappear while you are still serving the binary, then it would be your responsibility to provide a link to elsewhere under a similar arrangement.
