Right, so they want to kill the creatures, so the best freaking way to do that is to keep them alive on the bloody rings for study?!

Guilty Spark said they were to stop an outbreak. He ALSO said that the main purpose of the Rings was to study the Flood. You do NOT study something you want completely eradicated. They were NOT to stop the Flood from living.
