since the atmosphere is on the "inside" it would be held down by the same force.
Atmospheres have mass and are subject to Newtonian forces. What keeps Earth's atmosphere from being sheared off by centripital (out from the center) force as opposed to centrifugal (in towards the center) force? Gravity.

Didn't read FoR. Still seems a long way to go when you get the "gravity" for free by putting a little spin on HALO
