If "antigravity" operates at lightspeed like most other "force fields," then isn't there nearby reaction mass in the form of Threshold and Basis? Might take a second's lag time to make thrust changes, but still...

Alternatively, he could be expending a hideous amount of power to push against even the very few nearby atoms present in interplanetary space. After all, he does have the power to move material objects with energy arcs.
