I believe I read that a spin fast enough to create a centrifugal gravitational force would end up shearing the atmosphere off of Halo and make it very difficult to land a ship on.

Besides, in FoR, Cortana's initial analysis of Halo indicates that it has artificial gravity devices, and 343GS mentions "gravitics" in the Library when he leaves you at one point.
