First off, gravity is only accelleration, so if the anti gravity tech works with that.. yeah ok, anti gravity is really anti-accelleration.

Second, it wouldn't be that big of a structural pull on the ring itself, since the outside is being pulled apart by only 1 G, at 9.8 m/s2, so it wouldn't pull itself apart unless it was built so that it couldn't withstand the force of gravity. Which it could. Obviously.

Third, the spin would sheer the atmosphere off. Ok. There was nothing to hold the atmosphere in the first place. It would all fall off, unless held there by artificial means. I think atmosphere shearing off of the top would be the least of your worries, worry more about it expanding into the vaccume of space.
