I'd consider them part and parcel of each other. A package that is greater than the sum of its parts.

Reach definitely ranks up highly for me, but so does Metal Gear Solid 3 (The culmination of fighting the Boss in the field of flowers, and then the 20 minutes of cutscene that came after it, with all its revelations. All part of the package as far as I'm concerned with the ending).
For the record, I'm yet to play MGS4. I'm going to save that for last after going through all the other MGS games in the HD Collection, Twin Snakes, and maybe even picking up Portable Ops.

Reach is actually the same for me. Its not so much the gameplay aspect of Lone Wolf that grabs me as how it flows into the follow up cutscene. When we are taken out of the character of Noble 6 with the removal of the helmet and then watch those final few moments as a spectator.
If it just ended without that final cutscene, it would just be lacking a little something for me. The icing and cherry on the cake.

Ocarina of Time is a bit of a strange one to see there. Personally, I think the climax of Twilight Princess surpassed it, both in terms of its final cutscenes and the final sections of gameplay.
Which in turn, I think Skyward Sword surpassed.
But hey, nostalgia is a powerful thing.

Final Fantasy VII remains one of my personal favourites though. The final 1v1 interactive 'battle' cutscene between Cloud and Sephiroth... Omni-slash... then the extended FMV that sees Sephiroth finally absorbed into the Lifestream, the Highwind destroyed, the failure of Holy and the appearance of the lifestream itself to stop meteor with Nobuo Uematsu's soundtrack. Gave me chills.
I'd never known anything like it in a game before.
I know Levi will be with me on this one, lol.
