I am concerned that such an ability would prove too effective. Especially in relation to NOBLE. I am formally requesting that the effectiveness of the so called 'Armor Lock' be degraded as part of TITLE UPDATE. I look forward to passing along your recommendations to You Know Who. Not that this is necessary, of course. She's probably already reading this. In addition, I have considered your advice and I agree. I'll have my people send you the specifics, but Project BLOOM deserves a second look. Right now we're thinking about having three distinct categories. Most precision weaponry will remain unchanged, but we will remove the randomness generator completely from some and reduce it to eighty five percent in others. That should keep NOBLE guessing.
