There's a dig at Visegrád for Forerunner artifacts. The 'latchkey' discovery was made by Prof. Lazlo Sorvad...he's the dead scientist. He's a colleague of Halsey's working at the Visegrád dig site. Since he's working with Halsey, and ostensibly ONI, it's reasonable to assume the intersystem comm. relay for the entire planet is also located near an ONI-protected Forerunner dig site. More of this is available in Halsey's Journal and the accompanying map. The Covenant were probably looking to sabotage the relay to prevent Reach from contacting the UNSC out of system, but they were also interested in the excavation artifacts.
