I always thought it was pretty clear why Cortana could communicate with the Chief in those visions because I always presumed the Gravemind was telepathic. So if Cortana and Gravemind "exist together now" then it's pretty obvious where she gets that ability.

It's all up for interperatation I guess but Gravemind did say "perhaps a part of her remains" which would explain why she tried to contact the Chief. And furthering the arguement that Cortana was "possessed" by the Gravemind is the part where he shouts "I will know all that I possess!"

All of these quotes where in the "vision" moments btw, so in terms of actually knowing what was happening on High Charity, they were pretty essential.
