The Chief arrived in Sol system on Nov. 8, and landed on Earth on Nov. 17. The travel from Delta Halo wasn't instanteneous. (Source)

I don't see how Miranda, Johnson and Arbiter couldnt've made it before the Chief, as a Covenant ship could traverse the distance between Earth and Delta Halo in 13 days (as evidenced by Regret's Carrier, Oct.20-Nov.2). Now if Miranda, Johnson and Arby left Delta Halo on Nov.3, they'd make it to Earth on Nov.16. That's a day before the Chief.
