Covenant Loyalist Fleets

What i wonder is, that is the fleet that arrives at Earth during the course of Halo 3: ODST the same fleet that's seen still in Halo 3? They seem to be around same size, a couple of assault carriers and lots of cruisers. So, was that fleet the entirety of the Covenant forces on Earth, or did more arrive following Truth's arrival at Sol on the Dreadnought? In Halo 2, Cortana mentions "if he leads the Covenant fleet to Earth, they won't stand a chance". Well, Truth doesn't seem to be leading any fleet, he just jumps away while the Brute and Elite fleets fight each other around High Charity. Also when he arrives, the space battle around Earth is still going on. Some ships seemed to arrive during Halo 3 though, but the question is, how many of ships of the original fleet, which arrived during ODST, exactly survived? And how many arrived later? One has to wonder what exactly did the UNSC do when the Chief was away? Certainly they had some ships left, so did they put up any kind of fight against the Covenant fleet that was excavating the Ark portal? Or did they just let them be there?
