All of Gravemind's messages to the player have been in : highly infested areas. The Arbiter line you mention is his recollection of : the earlier conversation they had where that same line was used, not a : communication. I see no reason why we need to turn Cortana's : communications into telepathy. And I don't see why we need to invent a technological method of communication that we have expressly been told does not exist in the Haloverse. OTOH Bungie has expressly mentioned the existence of Flood telepathy.
