The Beastarium explicitly suggests that a GM coordinates the Flood via some form of telepathy. Flood reastions become instantaneous or near instantaneous with no perceptable time lag with distance. TGOO makes a point of saying that inter-system comms are done by sending ships with messages or by sending messages in capsules through slipspace(?) So we would have to invent a subspace radio to explain Cortana's messages to the Chief. Unless HW has broken canon, such things don't exist in the Haloverse. Not only do they not exist, the Chief has one built into his armor. That would have been handy when he was on Halo, he could talk direct to Earth from the ring using his built-in hyper-radio. :-)
