The only way to do that is via telepathy. You don't achieve that by having lots of mobile phones and lots of free minutes. He is not sending his minions texts. He is not using any form of radio. He is using long range, nearly instantaneous telepathy. Hmmm.... Long range and nearly instantaneous? That's exactly the kind of thing you would need to effectively destroy 'all' life in a place as big as the galaxy, especially if there are beings in the galaxy that have ftl capability.
