The Mombasa island map on the MP map Terminal shows the Space Elevator quite land-locked. There are two HEV pods near the crashed Longsword and crashed Pelicans not far from the beginning of The Ark level. They have some additional text on the pods and the blowaway hatches, but the design and shape is ostensibly identical to Halo 2's HEV pods.
