It seems that Truth must have been already preparing a Brute-filled invasion group as he planned to supplant the elites, and sent them as soon as he heard Regret's discovery of Earth, snd they didn't arrive until after Chief followed Regret. This is all speculation, but it's the only explanation for the forces that were already at Earth at the end of Halo 2. The concept art looks exciting, and I don't mind them re-envisioning things slightly... as long as they keep the basic concepts intact.
