To be honest, they were probably thrown in as easter eggs for the eagled eyed as much as anything else. They certainly aren't cutscene objects or really anything of significance.

Alternatively however, if you prefer, you could say that the HEV's seen in Halo 2 and Halo 3 were always deployed from a Frigate, ie the In Amber Clad and Forward Unto Dawn.
The ones in ODST could be deployed from some other vessel or even an orbital barracks and in turn built to a different specification.
That's not exactly an unheard of situation in reality, equipment being tailored or even unique to certain vehicles.
