I think it's safe to assume that the Ark IS a sanctuary to protect creatures from the activation of the Halos. Just because it can activate the Halos doesn't mean it can't protect from them. : Onyx (from the : book Ghosts of Onyx) shows that any place there is a shield world, there : is a lots of crap to protect it - like trillions of Sentinels or the : tougher kind of Forerunner robot thingy. No one knew about all the defenses on Onyx until the events we read about in the novel, therefore there might BE defenses like Sentinels etc that no one has noticed (because the Ark has been buried) or that have been inactive. Just because they aren't active all the time, or visible to anyone on the surface, doesn't mean they aren't there or don't exist. : ALSO - you assume Ark as in Noah's ark because both have a "flood" : connection in some way - but perhaps Ark is actually referring to the Ark : of the Covenant - and not some sanctuary from a flood. 343 GS is intelligent enough to choose his words carefully and precisely. He used the word Ark specifically, and the word Ark has a specific meaning/imagery attached to it in English that points toward the idea of Noah's Ark. GS likely has a firm grasp of the English language and all of our synonyms, slang, and colloquialisms, because of his study of the PoA's computer systems and library banks, and he knows the imagery the word "Ark" brings to mind. Granted, when the Chief was asked to activate Halo's defenses in Halo 1 he didn't know what GS really meant, but that wasn't because GS didn't have a grasp of English, in my opinion (yes I realize this is before he had access to the PoA), but because GS assumed the Chief already knew what activating Halo meant. : Except that GS confirms that the Ark is the place where you activate all the
