The Halos contain the Flood outbreak so it doesn't grow to the point where....well, to whatever point it was when the Forerunner were fighting them. It odes not make the Flood extinct; it simply checks their growth. The Forerunner don't want the Flood to go exticnt, for reasons we don't know yet. I keep saying this: we cannot judge the Forerunner's actions because we have no idea what the hell they were up against. For all we know 99% of the galaxy was overrun by Flood when they fired the Halos. We simply don't know what a massive interstellar Flood outbreak looks like. | |
