Do you think the Forerunner's contacted every race in the galaxy and asked them their thoughts?

I doubt that.

Well I don't think the Covenant are anywhere nearly technologically advanced as the ForeRunners are. (I'm thinking the halo's are as complex as the ring in Ringworld)

But I also think I underestimate the intelliegence of the Flood.

I guess my thinking is that if one master chief can wipe out thousands of flood with very little technology it seems little technology would be required to take out flood in larger numbers.

Why didn't they want the flood to become extinct? Isn't that the goal of the Halo's?
