Where Enkidu is now

Check again. The first part of Shore Left says "Hangar Terminal Access D", and there's no mention of the word "remote". I'm guessing that Enkidu is still in the hangar bay.

Moreover, he was expecting someone, possibly a Spartan, to meet him there.

But that hasn't happened:

"It is unfortunate that you did not get to the hangar bay in time."

The landing in question either could be the crash-landing of the Lebanon itself, or an indication that Enkidu is about to leave the hangar bay by some other method. It is clear that Enkidu expects that he, as well as whomever he is speaking to, to arrive at the landing zone, but separately.

It could be a crewman. I admit that the order to revive sounds like a task too menial for a Spartan. Then again, in Marathon, certain AIs delighted in assigning menial tasks to cyborgs.

And on the other hand, I doubt Enkidu would be particularly disappointed by the inability of an ordinary crewman to make a rendezvous with him in the hangar bay.
