Imagine if you, the friendly and cooperative team player, get capped by someone from miles off with a sniper rifle, the moment you step outside to join your teammates. What was designed to punish solo players has just set you back a couple of minutes where you can't play. It would not be fun at all, and the purpose here is to have fun. The same goes for limited number of vehicles, weapons, etc. What I would do is make each player more dependent on the others by limiting the variety of weapons he can carry. For example, one can carry a bazooka and pistol backup but can't also carry a good medium range weapon like an assault rifle. Or you could carry that assault rifle and some grenades with a pistol for backup, but no effective long range weapon. What this does is limit the area a single player can be effective in...a lone man with a bazooka would be hard-pressed to deal with a player up close, and the man with the assault rifle would have a hard time closing to an effective range versus the bazooka or sniper rifle. To have an effective arsenal to deal with any situation would take a TEAM of people. The reason quakers can play well solo is because they alone have an enormous and diverse array of weaponry. I say let anyone drive, but prevent them from using their weapons while they are driving. The best a lone person could do is run people over, which is probably going to be difficult given that they are armed and agile. This whole setup would make it even easier for a team of players to deal with a single threat than just from greater numbers. A solo player with an assault rifle and grenades would have to get through the long range fire from snipers only to get into range of a chaingun; by the time he's in assault rifle range to hurt the team he's a bloody mess.
